Place the lid on set the valve to seal.
Pressure cook on manual pressure for 6 minutes.
Release the valve until the steam is gone.
Drain the potatoes and return back to the instant pot.
Add in the butter, sour cream, milk, cheese, chives, rosemary, salt, and pepper, and mash using an electric blender until smooth and creamy.
Add more milk if you would like it to be thinner.
